Dear Friends,

It’s been a busy year so far, and this week has been no exception. We’re working hard in the House to ensure children's health programs are funded, deliver tax reform, and provide Arkansans and Americans with options for opening and sustaining a business.

Funding for Arkansas CHIP

As a former member of the Arkansas Children’s Hospital Board of Directors, I’m acutely aware of the critical importance of the Children’s Health Insurance Program (CHIP). This program provides health coverage to more than 9 million children across the country, through Medicaid and separate CHIP programs. 

On November 3, 2017, the House passed the CHAMPIONING HEALTHY KIDS Act, which funds public health priorities and reauthorizes CHIP. This bill is paid for, and it passed the House with my support by a bipartisan vote of 242-174.

Specifically, it would extend for an additional five years funding for CHIP as well as for community health centers, the National Health Service Corps, and the Teaching Health Center Graduate Medical Education all for two years.

Authorization for federal CHIP funding ended on September 30, 2017. The Senate needs to pass this legislation as quickly as possible.

I was recently comforted by the comments of Arkansas Department of Human Services Director Cindy Gillespie she said that Arkansas is expected to have access to federal CHIP funds until March of next year (2018), due to unspent funds from its fiscal year 2017.

Delivering Tax Reform to Help Arkansas Families

Fulfilling our promise to Arkansans and Americans by delivering fair and simple tax reform legislation is a top priority for Congress.

Last month on November 16, the House passed H.R. 1, the Tax Cuts and Jobs Act, while the Senate passed their version of tax reform legislation on December 2.  

This past Monday night, I voted in support of legislation to go to “conference,” which is where selected members of both the U.S. House and Senate meet to reconcile differences between their respective versions of the tax reform bill.

The goal of a conference is to agree on a tax proposal that reforms America’s out-of-date tax code, lowering and simplifying tax for hardworking families and boosting economic growth, which leads to more jobs and higher wages.

I look forward to reviewing the final bill text and delivering historic tax reform to hardworking Arkansans and Americans.

Helping Arkansans Start and Fund a Business 

As a member of the House Financial Services Committee, I introduced the Community Bank Access to Capital Act, which will let community banks in Arkansas and across the nation extend more credit to hardworking people to allow them to start or fund small businesses.

Having spent two decades in community banking in Arkansas, I understand the importance of being able to extend credit. This bill attempts to relieve community banks from excessive and unnecessary regulatory burdens with the intent of improving their ability to extend credit in hometown communities across our state and nation.

This bill contains important reforms that I hope are considered by the current House and Senate to rightsize financial reguations.

                           Week in Review
It’s always a pleasure to join the American Legion Post 74 in North Little Rock for fellowship and discussion of veteran services issues. Thank you Commander RD Kinsey for inviting me to be a part of your meeting. I enjoyed visiting with you and the members of your great post. 

My good friend Arkansan Judge Thomas Eisele was a man I deeply respected. Martha and I were sad to learn of his passing on November 26. He was a role model to me and many others. He faithfully served our nation in WWII as an advisor to Governor Winthrop Rockefeller and on the federal bench for 41 years. Click here to watch my floor speech honoring Judge Eisele.
